This study introduces a novel method using Ruby Dielectric Resonators (RuDR) at 13 GHz and 21 GHz to measure copper foil conductivity independently of substrate effects. The technique directly links surface roughness to conductivity, revealing an exponential relationship. These findings underscore the importance of surface texture in designing high-performance materials for 5G mmWave technologies.
